When we open the Issues screen, we would like for All Issues to be the default view instead of Open Issues. How is this accomplished?

I don't believe this is possible via normal configuration - this is because Open Issues requires JQL / search parameters to be entered whilst All Issues is just visualising the whole system.
I did find these two answers which might help:
^ Alternatively, you could change the System Dashboard and include a filter result gadget showing the results of the 'Open Issues' filter on it that users would see when logging in.
Clicking on the list from the Dashboard would take them to that specific filter.
