How does Jira calculate hours to weeks

How does Jira calculate hours to weeks is it 40 hours a week or does it calculate by how many folks are on the board?  The backlog seems to add all hours to weeks instead of how many total hours. Can this be changed ? I have a total capacity in hours for my team and would like Jira to add the total of hours for all work instead of weeks,

You can update time display format @

<your jira cloud url>/secure/admin/TimeTrackingAdmin.jspa

to show the data in hours format instead of weeks.
