I have created a new mobile user which is a distribution group and it contains a list of users. When i assign the ticket to the mobile user nobody in that distribution group gets the email
Please can you advise how to resolve?

You will need to check with the email admins - Jira simply sends an email to an email address, it does not know or care that a target is a user or a list.
The reason I've often seen mails to lists or groups fail is because the mail server is configured to not deliver emails to groups or lists that are from automatic services (such as Jira)
