How does an administrator, and what type of administrator, can reset a system user password?

We have a system user that was created to authenticate while making API calls to the rest 3 service, transitioning JIRA issues and making automated and user comments.  Unfortunately development took a bit of time on this and the credentials for the account were lost.  We have recovered the email address, it would be nice to change this also since it is not known who has access to it, or if we were to get a password reset email, who is receiving it.  Anyway, one of our companies admins that I was in touch with did not have access to change the password or email address, hence the question about what access level is needed and the process for changing this accounts email and password.  Thanks in advance.

Hi Jim,

A user with site-admin access should be able to generate a request for a password reset (but cannot reset it directly) and also change the email address.
