Currently it is not possible to import a workflow that originated on a server install directly to a cloud instance, as covered in Functional differences in Jira Cloud products.  And Jira Cloud only supports importing workflows that are published to the marketplace per the process covered in "Importing and exporting issue workflows".

However there is a workaround covered in the following KB article detailing a method that can be used to accomplish this.  But do take note that the workaround is going to require migrating data between cloud and a staged server installation which is a highly complex process, and currently does not have a way to migrate the next-gen project data if the project type is in use, so it has the potential for data loss depending on your setup, so extensive testing is recommended and it may be more trouble than recreating the workflow manually on the destination site.
