How send an email notification or automation rule to the users who are not submitted the logged time to the manager for approval, since many resources not submitting timesheet for the approval.

If you talk about submitting timesheets for approval, you must be using a time tracking app. Could you confirm which one it is?
If you're using Timesheets from Tempo, there is a built-in scheduler function that sends an email notification to the users themselves when to remind them to submit their timesheet. Managers / approvers have an overview screen where they can see the status of all timesheets of people belonging to their team, so they can see who didn't submit on time. All should take their responsibility - obviously - to do their part of the job to follow up what and when necessary ...

As you said, I am trying to use built in scheduler but unable to find the option to send an email.

Thanks for sharing the document, My case is different, users are logged timesheet but they are not submitting for the approval.
So we have to send an email notification to the resources, who are not submitting the timesheet for the approval in the end of the week.

I am not sure how your use case is different? If you configure the period settings in Tempo to weekly and set the scheduler to send a notification to late users, what it does is send a notification to those people who did not submit their timesheet on time.
Unless I am missing a point, that seems exactly what you describe, no?
