How the workflow bar is rendering?

Can some one let me know how the below workflow bar is rendering?

I mean what is the jsp or the vm file associated for the rending?

The issue has been resolved with the property ops.bar.group.size.opsbar-transitions from the jira-config.properties file. The default value is 2 and so it is showing two buttons before the workflow button. But there is a limitation with 0 as 1 is working.
