Even if you are a Jira administrator or Jira system administrator, your internal directory users data can be edited within Jira.
Now if the directory is externally managed, it depends on how you integrated the directory (whether with read permissions, read/write permissions)
So basically in this case to change the username, it should be changed in external directory

@vshnu raj Are you using an external directory like Active Directory? If so you will not be able to change the username in Jira but will have to make the change in the external directory.
