How to Create popup using "web-item" tag in jira server?

i want show popup when we click button.Using 

Sample code:

<web-item key="website_link" name="Company Web " section="my_links_link/my_links_section" weight="10"> <label>Create board</label>
<link linkId="create-boardform-dialog">/secure/ReferenceAction.jspa</link>
</web-item>

Please can explain clearly.What steps to follow to create popup in JIra server.
