To work with Jira properly we would like to activate the email notification when a Task/Bug was entered or changed ( Atlassian OnDemand). Normally one could do that in Jira with the settings in the "Notification Scheme".
But it seems that I don't have access to this area.
Could you help us how to activate this (or if a workaround is available)?

In atlassian OnDemand you still have notification schemes available. The are located in the administration section under Issues -> Misc Schemes.
Once you have defined such a scheme you will have to select this in your JIRA project. Otherwise no notification scheme is used for this project hence no mails beeing sent.
