I tried all steps mentioned in the below page but still unable to activate the inactive workflow. It doesn't work for me. When I am trying to assign the workflow to the project, it is not listed for me, so I cannot do any action. I don't see an option to assign workflow to project.

In Project Settings, I don't find option 'Workflows'.
Instead, I find this option of 'Workflows' in Jira Settings -> Issues -> Workflows. Here I clicked on 'Add Workflow' but didn't get option to 'Add Existing'. I created workflow and linked it with workflow scheme.
I am not sure how to find if the project is company owned or team owned.

Understood, you can modify the workflows directly to the team-managed project. The inactive workflows are for company-managed projects. Meaning, when you modify the team-managed workflow it is automatically active.
