How to add Application Link automaticaly when user install plugin

I create the integration with public external service. The external service calls JIRA rest api with oauth.  Now users have to add AppLinks manually, setting up all settings, including public key for oauth signature checks. Is there a way to create a plugin that creates AppLink automatically when user installs plugin? Or can I publish AppLink to marketplace so user can install it with just a click?
