My company is using JIRA on Premise without portfolio license.
Since we got more issue types that are higher hierarchy than Epic, we need a parent link function to see their hierarchy linkage.
I tried to create a custom field "Parent Link", but it is locked and it requires portfolio license.
Is there any way I can create a Parent Link field without this license?

You'll have to do more than adding a Parent custom field if you really want to add value to your instance. You'll need ways to visualise this, report on it and so on.
A better way to solve the linking issue out of the box would be to use (or add) a parent/child relationship in standard link types. Have a look into this support article to learn more about creating link types. It would allow you to link issues with that specific relationship.
You would however still need additional features to visualise the linking into a hierarchy. If you don't want to use Advanced Roadmaps (included in the Data Center version), you should look into Issue hierarchy marketplace apps. Your preference in terms of features may also impact the way you set up the linking.

No. The only parent/child relationships in Jira out of the box are for subtasks. The closest you can come is using the link function with 'relates to'
