How to add a REST module in a JIRA plugin and not into a ref app plugin and get the webpanel data?

I have gone through the documents and throught the refapp rest tutorial

However i didnt find anything specific to the JIRA plugin and I tried according to the documents and replaced the refapp with jira and tried to hit the rest URL but I am unable to hit successfully
