How to add a header/Footer in Jira pages

I would like to add the Classification Banner that will display in the header/footer of the jira pages.  I did update announcement banner with the classification, however my co-worker stated there was someway to add a header and footer for Jira pages in some config file???

I don't see anyway to add a footer to the jira web-pages.

Thanks that worked.  Is there a header.vm where I could put the classification banner instead of using the announcement banner?
