How to add a role to Assignable User category under permissions?

Unknown why or how to the current administrators, our Assignable User field under permission currently states that the only role allowed to be assigned issues are administrators.  We also need our group of Developers to be assignable without having to make them all administrators.  How does that get changed?  There is no place I've found to make that change on Permissions under settings.

You need to make some change on the permission scheme that belong to your project. You need to add the developer group or role to the assignable permission.
