How to add a user to JIra Team-Management Project (ServiceDesk) with API ?

I want to add a user in JIRA project with API but I can't configure  API. I use Post method with 
<base>/rest/api/2/project/{project}/role/{roleid}
with data : {'user':<useremail> or <userid>}
