How to add modification ?

If i need to modify my Jira with new some charts some new things need to be added
how could i do that ? 
If I written some new codes how can I add that in Jira with out making like bitbucket or how could I create new plugin as per my wish

1. Is that possible
2.Is there any steps to follow
