I would like to be able to add various 'templates' that the user may easily select from when creating an issue. For instance, when creating a bug report we would like the description formatted in a consistent manner. It would be useful if the creator could select from various commonly used templates to help fill out the description. A specific case would be a template to add a panel stub including a the title (Steps to Reproduce), expected contents (Numbered list of steps), and the desired color (pale yellow).
Is this possible to configure out of the box? If not, are there add-ons that accomplish this? If those do not exist where might I find resources on developing this functionality myself?
JIRA wiki editor seems to be the close to our needs, seems simple, and is free! I'll see if we can check this out to see whether or not this would work.

There are a number of plugins to do that (check: https://marketplace.atlassian.com/search?q=issue+template) but you could use JJUPIN LiveFields feature and fill in the fields on it. Plus, you'll be ready for other customization, too
