How to adjust capacity for team member in portfolio

I set the team for a project in portfolio, and when I check the capacity report for each member, i found out a certain bar tells me" free capacity xx days, planned capacity xx days", what does this means? Why I planned the same capacity for a person weekly, but the outcome of free capacity and planned capacity differs from week to week?
