I would like to aggregate all User Story statuses aside from 'Done' and 'To Do' to 'In Progress' for a management report. Management only really care about how many are complete, not started and started.

Try the Pivot Table & Pivot Chart gadget offered by our Great Gadgets app. By using this gadget you can generate two-dimensional (or multi-dimensional) tables or charts by "Status Category". In addition, the data can in in form of no of issues, percentages or sum of story points. Here are some examples:
#1 Table showing projects completion by status category by percentage of tasks
#2 Heatmap Table showing epics completion by number of stories in each status category
#3 Multiple pie chart showing projects completion by percentage of story points

Jira has beautiful built-in mechanism to achieve your goal, I believe. Jira is designed in a way every "status" is defined against "status category" by default, and there are only 3 status categories exist:
1. To Do
2. In Progress
3. Done
If your Jira instance is configured properly, I assume every issue status has already a proper "status category" set. You can check status categories for every project in it's workflows settings:. In the example below "Review" has "To do" status category; "Awaiting implementation", "Authorize", "Implementing", "Planning" are "In Progress" categories, and "Declined", "Completed", "Cancelled", "Failed" are "Done" categories:
To report against status categories for the issues selected, you may just add "Status category" field into your list of fields in issue inspector or in Jira "List". Below is an example:
Please notice two columns highlighted in yellow colour. One represents statuses, the other - respective status categories.

Thank you. I can see the 'Status Category' field in the Issue Inspector and I can save it in a filter view. However I cannot see the 'Status Category' field in the 'Issue Statistics' dashboard widget 'Statistic Type' field chooser.

@Damien F you are correct indeed. This field is not available in "issue statistics" an similar out-of-box gadgets. It has been requested by the community https://jira.atlassian.com/browse/JRACLOUD-67463 , but I personally think it will take quite some time for the request to be processed.
As an alternative, you could add a custom field [should be selection list type] with the values "To Do", "In Progress", and "Done" (or any values you need), and set the automations rules so that value will be changed per the status category change for the issue during each transition. Custom selection type fields could be used in "issue statistics".
Another alternative is, of course, to use third-party applications for reporting.
