See my screenshot below. The instructions: Desired Project > Settings > Request Types > Actions > Edit Fields (for desired request type) mention an Edit Fields button that does not appear in my Actions menu. Does anyone know how I can setup my system to allow for emails with an empty body to create tickets with an empty description?

You will need to edit the Request Type itself, and modify the field requirements there. Under Project Settings, expand the Requests option, then select Service Requests. At the bottom of the list you should find an "Emailed Request" option.
Within this, select the Description field, and un-tick the Required option.
