I'm using Jira Software Cloud Standard. Some of my issues are being worked on by a user outside my team who has no other need to use Jira and will report status to me verbally. Back in 2014 you could create a non-login user, but I can't see how to do that anymore. Is there a way to do this in the current version?

I'm afraid it's not possible, a non-Jira user cant work on the issue.
What you read here is possible
I suggest creating a Custom field "External Assignee" and fill in that on every issue with the external user or email. It can even be multiple select options. Then you'll have the real Assignee inside JIRA that controls the "External Assignees" and transitions issues or contacts them to keep track of them.
Or you can create and add a specific component to add those issues so you could filter them or exclude them.
And you would have to write his progress, work hours, etc. and it would be under your name.
