How to assign roles in a new project?

Why there only standart roles for a new project: viewer, member, administrator?
How can I add other roles?

Only system administrators can configure project roles

After the role configuration, the project administrator can add people or groups to the role.

How can I add other roles?

Administration -> System -> Project Roles -> Add Project Role
