How to auto upload the Issues to JIRA from E-mails ?

How to auto upload the issues to JIRA from emails received on the Project DL’s ( i.e Project mail ID )?

Example- If a client of xyz project raised a issue through e-mail how can it be mapped directly to Jira software so that it automatically create a issue in jira as well.

Actually I am not able to find the settings which are mentioned in the email handlers (Link you provided in response). 

Could you please let me know which privileges are required to my user to get the system settings On jira?
