How would one automatically, periodically collect Original Estimate hours from all issues of a specified project having certain label combinations?

Hello Fred,
If I've understood your question, I guess the Issue Collector won't help you.
I think you can just create a filter with all issues you need (issue type, labels or etc) and set a subscribe from your new filter.
