How to become a Jira Administrator instead of Project Administrator?

Hello for company policies we can´t put a CC directly for buy a system, so we need a third party company that buy the licences from JIRA for us, the thing is that i wan´t to know if JIRA cloud software allow 2 site-administrators 1 with the billing option (third party) and 1 main administrator to ABC members and all the permissions but without the billing option.

There can be multiple site-administrators, but they will all have the billing option.
