How to build a feature request board like Atlassian does

How to build a feature request board like Atlassian does for software project? I figure this is using the any logged user permission in the software project of choice so that users can put in a request without a license?
This would be done with any logged user permission for browse project and create issue permissions. Can anyone tell me if this is correct or am I missing something?

I had some other ideas but curious how Atlassian does this so we may replicate it in an environment.

I believe they are using anonymous access to a project(s).  https://support.atlassian.com/jira-cloud-administration/docs/allow-anonymous-access-to-projects/
