How to build a query to see all EPICs that have all linked EPICs status = done?

I want to build a filter that would show me only that EPICs that have all linked issues either completed or closed.

Do you have any apps in your Jira? This isn't a native feature of JQL, you would need an app like scriptrunner to use JQL queries such as linked issues of.

There are other JQL apps too but without an app you won't be able to do this via the UI

Clark is correct, if you are using Jira Cloud you can use Enhanced Search by ScriptRunner.
