Hi, I am a JIRA admin, and I need to change the ownership of some 20 JIRA BOARDS from one user (Inactive) to another user.
Can I please get some help with the steps to do this. Thank you !

It is not possible to bulk edit boards owners at once, but you can perform the change one by one using the Shared Filters administration page. Note that you need to change the owner of the underlying filter used by the board itself.
To do so, please. Go to system administration (as system administrator, obviously) and enter "Filter" into to quick search box (on the administration side of things).
Also you could just use this URL: <JIRA-URL>/secure/admin/filters/ViewSharedFilters.jspa
Then you can change the owner of the filter as per described on Managing shared filters page
You can change the ownership of any user's shared filter that will allow the new owner to edit and modify the shared filter.
