How to bypass 2FA for specific user

Is there any way for some specific user to bypass 2FA process?

I want to allow some specific user to download attached file from Jira without 2FA.

Hi @Jongho Jung

It is possible to disable 2FA for a specific user if it is not enforced by a managed account, as described here.

But I am not sure what the download of a file has to do with 2FA? Either way, please be careful because you weaken your security substantially if you disable 2FA without a very good reason.

Edit: Just saw that the question is for Server, my answer is for Cloud and probably only partially helpful.
