How to change the text "Create Issue" to "Create test" in all the places.

You can't, as you're using OnDemand.

You can use the JIRA Suite Utilities plugin to create a message custom field and write some Javascript to hack the text. Not quite feasible, but since you're on OnDemand. Last I looked they haven't blocked that yet.
