There are users who have the name incorrect. But it does not let me change the name and I can not erase it and create another because it already has activity in JIRA.

Hi Eva,
There is an active bug for this issue at CLOUD-9469. If you are using Atlassian Account and need to change a user's full name you can ask the user to log on to id.atlassian.com and change the name in the Profile.
Note - You will need to logout and log back into id.atlassian.com and then JIRA to see the updated name
