How to config 'Clone' option on 'more' tab for users?

In some cases, assignee has no ability to clone it own issue.

Hello @Gilad Shtern 

The ability to Clone issues is governed by the Permission Scheme assigned to the project. Only Jira Administrators can modify the Permission Scheme settings. However, it the Permission Scheme has granted that permission to Project Roles, then a Project Admin could add the user to the necessary Role to grant them that permission.
