Approvals are a part of Jira Service Management. There is no out of the box approval feature in Jira Work Management or Jira Software. So, essentially, you build it yourself through the workflow editor.
If an issue is in a certain status (e.g. Needs Approval), you just have to set up 2 transitions to other workflow statuses:
You can add as many transitions as your process needs. You may want to add another transition to send the issue back to the status before the needs approval status, to indicate that your decision is not final, and that it can be resubmitted for approval after some improvements or clarifications have been done.
Adding screens and validators to the transitions, you can provide additional details to the approval process, which leads to a richer user experience and process than the out of the box approvals in JSM.
But in short: you basically need to configure the approval steps in the workflow yourself.
