How to convert accounts to "managed accounts?

We need to be able to change users' emails, which I understand is only possible if the account is managed. How do we convert the accounts to"managed?"

Hello Barry,

Thank you for getting in touch with Atlassian Community!
To be able to change users' email you must verify your domain, after that all users that have emails with the verified domain, the admin of the organization will be able to manage users' profile.

Please, check the documentation that has more details about everything that you need to do to manage users' accounts:

1 - Create an organization

2 - Verify a domain for your organization

3 - Administer managed accounts for an organization
