I am a Jira Admin but I am missing permissions to create new initiatives and issue types. I have confirmed I have been assigned all the correct permissions however in testing I was told that I should be able to have these permissions by my Jira Admin. What will resolve this issue? I cannot create company projects, initiatives, work types, issue types.
@Michelle Hayes welcome to the Atlassian community.
Please check and see if you are a Jira admin by clicking the Gear icon that is right next to your profile in Jira. It should have menu options like System, Products, Projects ...... under it if you are a Jira Admin. If it does, then you have the ability to make the changes you are asking for and will just need to follow Atlassian's documentation to do so.
If it does not, you will need to reach back out to the Jira Administrator of your instance or to your organization admin. They will be able to help you get setup with the correct permissions.
You might also have been provided access to manage a team-managed project. This would provide you with flexibility at the project level to do many of the items you mentioned but I do not believe that is what you are looking for.

This is tough to troubleshoot without being able to see things directly, but I'll highlight the things I see the most often:
1) You're working in a Company Managed project when your used to working in a Team Managed project.
2) Perhaps you've been given a Jira Project Admin role and not a Site/Org admin role.
3) You're the admin of a Site but not an Org admin. You SHOULD be able to create new projects/issue types at this level but some things aren't accessible like User/Group management.
It would be super helpful if you had an error message or UI screenshots showing the missing functionality.
