From the search, it appears that this feature is available in Confluence to create new JIRA issue from the highlighted text. Is there a similar feature within JIRA as well? Thanks

To my knowledge, this feature does not exist in JIRA, only in Confluence. There may be some add-ons out there for this, but nothing came up when I did a quick search just now.
