How to create a JIRA project from confluence

Hi,

I would like to create a form layout in a confluence page and from submitting the form data in confluence page should automatically create a JIRA project. Even if it is cloning a template project it is fine, as long as the project can assume values from the confluence page. 

This is a way to resolve, non-JIRA administrators to facilitate a request form to submit the project details and automate the creation of project. 

1. We don't use Jira Service Desk and don't need that as a solution

2. JIRA version is 7.13.2

3. Dont want to use paid plugins (if there is one available).
