I am trying to create a mandatory validation while transitioning from one phase to another on my Kanban Board in JIRA. The transition from one column/phase to another would require a team member to put "Submission Date" as they move to the next Phase. I am unable to do this as the page mentions that the workflow is "Read Only" and I can't change anything on it as it is used by other projects as well. Can anyone please help how o go about it?

Because you mentioned that the workflow is used by other projects, I'm assuming that the configuration is related to company-managed projects.
Basically, you need to create your own workflow that's a clone of the current workflow. Make your changes to the new workflow and associate that workflow to your project by changing the workflow scheme associated to your project. You can only do these things if you're a Jira administrator. It doesn't look like you have those privileges.
Once you get those privileges, you can make those changes (or have your Jira admin make those changes).

Hi @[deleted] Thank you so much for your help. When I see the settings of the project it does mention that I have editing rights and that I am the admin. But, when I try to make workflow changes, it says I can't edit. I may have to find out if I really am the admin. P.S- I am able to edit all other things though, like any other configurations, adding columns etc to the board.

Jira has several levels of administration.
A project admin has the ability to change things for a project including limited modifications to the workflow. One of the conditions for workflow modification is that it can't also be used by other projects.
Jira admins have more global privileges including creating new status and transitions, and full editing privileges for workflows and workflow schemes.
