How to create a multi select list field in JIRA where the values of the list updates dynamically.
For the dynamic update , we can fetch data from an external excel on sharepoint.
So, whenever a new entry is added in the shared Excel, that values must also appear as one of the list options in JIRA.
Please share if there is any alternate approach for the same problem statement.

As John kindly mentioned you can use the app External Data for Jira Fields.
The app has several use cases, one of which fits your description very well. It is called Field Options Sync and synchronises the values of an external data source with a native Jira select list or multi-select list. You can find an introduction here.

in case you mean the app request feature mentioned here then an administrator of you instance has to approve it. This is something we cannot influence. Please keep in mind that you also need administration rights to configure the app in case it is already installed. I hope this helps.
