How to create a project under company license?

I was given access to my company's license agreement, but I can't seem to create a project of my own.  Any idea why this is?

In order to create the project in JIRA, you need to have the JIRA Admin Permissions. Please note that ONLY Jira admins can create new projects. Do you have the JIRA Admin account and the respective permission?

No, I don't.  I figured it out with my IT department, I have to ask them to create a project for me every time I need a new project created - which is a bummer.
