When someone reports an issue on Jira, the admin will evaluate if the issue is valid and then include it on the workflow or decide the issue has nothing to do with the project.
How can the admin set the issue to "not to do" so it wont be performed but it will kept on the system for other purposes?
Either:
Edit the workflow, adding a "will not do" status to it, with transitions from the right places, and setting the resolution field with a screen or post-function.
or
Add a "will not do" type resolution to the list and make sure your Admin can transition issues to closed and use that resolution.
