I can tell you how to set up the approval automation to only trigger when Approvals are in for XYZ purpose, but there is no out of the box "create textfile" to my knowledge. That would probably have to be done via some trigger like "send email" / "send webhook" etc and that in turns does something in another place for you.

Can you provide more details about what you want to achieve? Perhaps we can find an alternative.

That said, I believe what you are looking for cannot be done solely in Jira and requires a third-party plugin, as file creation is not directly possible.
