How to create a user group in confluence?

welcome to the Atlassian community!

if you are on the cloud you should be an Org Admin to do that. Please take a look to the following guide https://support.atlassian.com/user-management/docs/create-and-update-groups/

if you are on server/data center instance, you should be a Confluence Admin. Please take a look here https://confluence.atlassian.com/conf59/add-users-and-set-permissions-792498553.html

thanks for letting me know. But I don't have access to the Atlassian . It seems that it doesn't work on my local drive.

If you are on the cloud probably you are not a Org Admin so you should ask to someone else to create groups for you.
