I'm PM in the team that build the cloud Jira apps. I'd love to help you, just want to find out more on what you exactly want to do.
Do you already have a project with a backlog and just want to make changes to your backlog / create a new sprint?
Or, do you have a next-gen project and would like to turn on the backlog option?
If it's the first case. To access backlogs on the app, go to a project board, and tap on the 3 bar icon on top right.
You'll see your backlog there, and you'll be able to create a new sprint by tapping on the 3 dots on top right > "Create sprint".
If it's the second case, In Projects tab, if you have access you'll see 3 dots on the right side of the project name. Go to Project Settings > Features, and you'll be able to turn on different features of next-gen projects, including "Backlog".
