Can you provide more information about what you are trying to do, and some screen images to help illustrate that?
When creating an issue in a Scrum board there are several places where the Create Issue option will be available.
If you want the newly created issue to be automatically added to an Active sprint in that board you could use the +Create Issue option that appears at the bottom of the first column on the board.
In a Team Managed project it is also possible to do that from the Backlog screen with the +Create Issue option at the bottom of each sprint listed there.
That option is not available on the Backlog screen if you are working in a board for a Company Managed project.

Is the problem that the two boards are not showing the same cards?
The last image you provided is the board created with a Jira Work Management project. That board will show all issues in the project that have not been in the "Deployment Done" status for two weeks or longer.
The other images are from a Scrum board. A Scrum board will show the issues that have been added to Sprints that have been Started. The other issues that are not in the "Deployment Done" status will show in the Backlog screen associated with that board.
Additionally, in order for an issue to show in either the Active Sprints Board view or the Backlog view for a Scrum board, the Status of that issue must be mapped to one of the board columns. In the first and second images notice that you have two statuses in the Unmapped Statuses area. Issues in those statuses will not be displayed unless you add those to a column on the right.
Also with a scrum board issues of the Epic issue type don't display on the board. You can view those on the Backlog screen by enabling the Epics panel.
Lastly the scrum board and backlog will show only issues that are within the scope of the Board's filter. Look at the General settings for the board to see and edit the board filter.
