How to create issues in Jira?

While attempt to create issue in my project Jira cloud, I got the following message:

Project name: Medicare Intelligent Bot

You don't have 'Manage sprints' permission

Ask an administrator to grant you the permission for all projects in the board filter.

Who is an Administrator to give me permission?

Welcome to Atlassian Community!

This is a question you should direct to your IT Helpdesk, they should be able to let you know who your Jira administrator is. This community is mainly Atlassian customers and as such we do not have access to other customer instances.
