How to create permission to allow to see issue based on certain group?

We have two groups in our company. One is local and it can see everything, another one is in Singapore. Singapore group can only start seeing issues and attachment after admin change security level (gives perfmission) for them. If Singapore group is a reporter (creates issue themselves), they also don't see it until admin gives them permission. How to change permission based on group, i.e.:

If Singapore group is a reporter, they allowed to see the issue without changing security level (by default they should see their own issues without asking for permission).

Just add the reporter to all security levels. If it doesn't work, please post a screenshot of your security levels.
