How to create permissions for only QA Team create the bug tickets?

Hi!

Can restrictions be created in JIRA so that only the QA team reports bugs?

That is, what I am looking for is to prevent any developer from creating bug tickets, and that only the testing area can do it, since I am having the problem that some developers create these tickets without the required information and duplicate what is already It is reported.

NOTE: I have the permissions as admin to make any type of restriction.
